2025 Qualifications-Based Selection (QBS) Awards Call for Nominations (Deadline: May 20)

NSPE-MA (MSPE) and ACEC/MA are now accepting nominations for our state’s 2025 QBS Awards, to be presented in June 2025.

Full QBS Award Criteria and Nomination Instructions
2025 Nomination Form

Nationally, NSPE and ACEC partner to administer the QBS Awards, recognizing public and private entities that make exemplary use of the Qualifications-Based Selection process at the federal, state and local levels.

QBS Award winners serve as examples of how well the QBS process works, and they help NSPE and ACEC promote the practice of QBS in jurisdictions that do not use, or underuse, QBS to procure engineering services.

The first step is to enter at the state level. The deadline for nominations in Massachusetts is 11 a.m. on Tuesday, May 20, 2025.

In consultation with ACEC/MA, the Massachusetts Society of Professional Engineers (NSPE-MA) will submit up to 3 nominations, one in each category, to NSPE and ACEC for national consideration.

Recognition at the 2025 NSPE Annual Convention
The National QBS Award winner(s) will receive a trophy and be recognized during the Recognition & Installation Luncheon on August 7 at NSPECon25 in Kansas City, MO.

In addition to the National QBS Awards, this program generally recognizes up to four QBS Merit Award winners annually, who will each be presented with a plaque at a state-level event by the relevant NSPE State Society and ACEC Member Organization.

Winning is Just Part of the Competition
In the NSPE-MA & ACEC/MA Qualification Based Selection Awards, everyone is a winner.
By entering the competition, your participation will help share best practices in QBS. You will be contributing to the engineering profession and the built environment as a whole. Studies have determined that QBS offers better cost and higher-quality construction than ‘lowest bid.” Help us educate others on the importance of QBS.

Award Nominations are requested in these 3 Categories:

  • Federal Government Sector
  • State Government Sector
  • Non-Government Sector

Government Sector entities include agencies in Massachusetts: states, municipalities, local governments, departments or agencies of government, school districts, university systems, public utility systems, research laboratories (if publicly funded), special purpose districts, and the like.

Non-Government Sector entities include private corporations, privately-funded research labs, private utility companies, design professionals, construction contractors, developers and any non-government entity that uses professional services on a regular basis.
These lists are indicative, but are not meant to be considered all-inclusive.

Mandated and Non-Mandated QBS
Public entities operating under mandated QBS (Mini-Brooks Law) procedures are also eligible if they have demonstrated exceptional leadership in qualifications-based selection. Nominations from non-mandated public entities will receive priority consideration, if all other criteria are rated equally.

Nominations may originate from an NSPE State Society (i.e., MSPE); an ACEC Member Organization (i.e., ACEC/Massachusetts); a public or private entity, or an individual in the public or private sector. Self-nomination is not permitted.
